Job Description Job Description Job Summary: Responsible for
supporting the Program Director and serves as secondary liaison
with ORR and serves as the lead administrator during shifts.
Responsible for residential care services which includes
coordination of client referrals and intakes; scheduling of
staffing and daily activities; ensuring that all UAC residential
services required by ORR are in compliance; and participating in
the recruitment and evaluation of staff. Secondary Liaison with

Accountable for the daily operations and administrative duties of
residential facility and its outcomes when Program Director is not
physically on the work site. Assist to evaluate the project
descriptions, needs, goals, activities and set goals for programs
according to the strategic objectives of the organization. Monitor
and maintain compliance with organization, licensing, and funding
source for all program departments. Focused supervision of assigned
departments. Ensure program adheres to the compliance guidelines
for Administration for Children and Families and ORR, legal
guidelines, and internal policies. Assist to ensure the physical
facility and premises meet the standards, functioning, and
operations necessary for client care, meeting city ordinances and
building codes, and permitting. Assist to coordinate both
programmatic and financial elements of the services provided within
the family reunification program. Assist in the evacuation of youth
as needed due to inclement weather conditions, natural disasters,
or other unforeseen occurrences. Review and evaluate progress
reports and final reports to ensure proper reporting procedures as
outlined by guidelines. Address youth grievances, reports and
provide guidance to handle escalated behavioral issues. Support
mentorship and professional development of CFRC leaders and staff;
and serve as a mediator in staff escalated conflicts to ensure
resolution as needed. Responsible for approval process of youth
being assigned to CFRC by ORR intakes. Regularly monitor the intake
process to ensure compliance and effectiveness. Provide training
for supervisors regarding responsibilities within the Children
First Residential Care Program, including agency, state and federal
policy updates and changes. Ensure that there is an effective and
efficient system of coordination for staff utilization related to
the complexity of youth and families, i.e., transportation, crisis
support, behavior management and education. Provide oversight in
the development/implementation of policies, procedures, and reports
to assure effective department functioning and documentation of
activity and performance outcomes. Maintain a safe, clean, and
hazard-free environment. Other Functions: Develop corrective action
plans or disciplinary memos to address performance or conduct
issues of staff in collaboration with Program Management Team and
HR Department. Provide adaptive leadership through supportive
coaching and mentoring to supervisory staff to inspire and
encourage our workforce and promote integrity. Support development
and implementation of service planning to ensure that all youth
have access to diverse and meaningful program offerings. Provide
effective communication across departments and programs to ensure
consistency of expectations, as well as work effectively as a
member of the interdisciplinary team. Involved in interviewing and
orienting new employees. Integral in the orientation process for
supervisory staff to teach clear expectations of the position and
how it fits in the agency, provide ongoing support in the milieu to
continue the orientation in the unit. Develop and maintain
emotional intelligence for effective self-care and the role-model
for youth, staff, and families the essence of Trauma Informed
Practices. Discover ways to enhance efficiency and productivity of
procedures. Keep senior management informed with detailed and
accurate reports or presentations. Attend all organizational
required trainings and facilitate trainings as needed. Attend all
departmental and program meetings to ensure that up-to-date
information is received and/or provided and to ensure that changes
to policy or practice are implemented and adhered to. Apply change,
risk and resource management principles when needed. Gain and
continually refine expertise in how to operate grants-based
programs. Travel to some meetings and periodic on-site visits of
project locations. Other tasks and responsibilities as assigned.

Qualification requirements Level : Master’s Degree in Psychology,
Sociology, Social Work, Clinical Counseling or other relevant
behavioral science required. Additional degree/course work in
related fields desirable. Equivalent Education/ Work Experience:
Bachelor’s degree in one of the aforementioned sciences, plus 4
years of experience as the director of a residential childcare
program, residential youth program, or similar program for children
and adolescents; or 4 years of progressive project management
experience on projects demonstrating advanced levels of financial
and managerial responsibilities. 3-5 years of proven Management
experience. Licensed Child Care Administrator is required (may
provide up to 6 months to obtain). Bilingual (Spanish/ English) -
speak, read and write Working Conditions/Physical Effort: Work is
performed mostly in an office setting. Some overnight travel,
public speaking, evening and weekend work are requirements of the
position. Regular computer work also required. While performing the
duties of this job, the employee is required to stand; walk; sit;
finger, handle, or feel objects, or controls; reach; climb stairs;
balance; stoop, kneel, or crouch; talk and hear. The employee must
occasionally lift and/or move up to 20 pounds. Specific vision
abilities required by the job include close vision, distance
vision, color vision, peripheral vision, depth perception, and the
ability to adjust focus. This position may require on-call duties.
