The **Reliability Superintendent, Sweeny Refinery** provides
leadership for the Sweeny Reliability Group and the plant's overall
reliability program, including reliability improvement, condition
monitoring, predictive/preventative maintenance, and the
identification and mitigation of risks to plant availability and
reliability. Cross functional advocate for high reliability and
availability of the plant's assets. Champion reliability and
mechanical integrity processes for rotating, electrical, and
instrumentation equipment.
---*Responsibilities May Include:**
+ Provide safety leadership for the Sweeny Reliability group.
Champion safe work practices and safety performance improvement
through high equipment reliability and availability.
+ Maintain compliance with applicable Environmental regulations,
rules, and requirements by ensuring the necessary training, work
processes, procedures, and documentation systems are in place and
auditing for compliance.
+ Provide leadership for the identification and mitigation of risks
to plant availability and reliability using appropriate reliability
engineering techniques. Identify specific reliability improvement
needs by analyzing reliability, availability, and cost metrics.
+ Provide oversight to ensure that Mechanical Integrity processes
for rotating, electrical, and instrumentation equipment support
safe operation and maintenance.
+ Oversee career development for reliability, electrical,
instrumentation, and rotating equipment engineers working in
reliability.
+ Drive the posting, recruiting, and selection process for direct
reports and reliability engineers as required by career advancement
and attrition.
+ Ensure that Reliability Engineers and direct reports receive
appropriate technical training to be successful in their
positions.
+ Work with direct reports to set aggressive personal goals driven
by business need. Evaluate performance against goals and conduct
performance appraisal and counseling sessions.
+ Support the development of Operations and Maintenance personnel
recognizing their key role in operating, monitoring, and
maintaining equipment to support reliable operation.
+ Drive the plant's Reliability Improvement effort, setting annual
goals and monitoring completion progress. Champion specific
reliability improvement efforts to ensure they are implemented and
sustained.
+ Ensure that Reliability Improvement work processes are
documented, kept evergreen, and are followed.
+ Ensure that Predictive and Preventative Maintenance work
processes are documented, kept evergreen, and are followed.
+ Maintain appropriate reliability metric systems to identify
improvement opportunities.
+ Ensure that documentation processes support proper recordkeeping
for maintenance, reliability, and regulatory requirements.
+ Stay abreast of advancing reliability technologies. Evaluate new
technologies for implementation, and champion implementation where
they are supported by business need.
+ Identify gaps in asset management strategies and develop cost-
and resource-effective processes to address those gaps.
+ Lead the plant's Reliability Network team to share best
practices, drive reliability goals, and seek consistent application
of reliability processes.
+ Keep direct reports well informed on plant and business
information.
---*Required Qualifications:**
+ Legally authorized to work in the United States without
restrictions
+ Bachelor's degree in Mechanical, Civil, Chemical, or related
engineering discipline
+ Minimum 5 years experience in a refinery, petrochemical, or
similar industrial plant environment in a role responsible for
reliability and mechanical integrity
+ Minimum 3 years supervisory experience
+ Willing and able to obtain a Transportation Worker Identification

---*Preferred Qualifications:**
+ Broad knowledge of refinery processes and equipment
+ Demonstrated proficiency in common reliability analysis and
improvement processes and techniques, including Root Cause
Analysis, RCM, FMEA, Weibull Analysis, System Reliability modelling
etc
+ Broad knowledge of common predictive maintenance practices
+ Possess or be willing to obtain CMRP certification
+ Ability to develop conceptual thinking to the point of practical
applications, and an ability to implement these applications in the
field
The **Sweeny Refinery** is located in Old Ocean, Texas. Refinery
facilities include crude distilling, naphtha reforming, fluid
catalytic cracking, alkylation, hydrodesulfurization, and aromatics
units, as well as access to the on-site vacuum tower and delayed
coking unit, which is an asset owned by Phillips 66 Partners.
Sweeny processes heavy, high-sulfur crude oil and some light, low
sulfur crude oil. Domestic, Canadian and other foreign crude oil is
transported by truck, pipeline, marine transportation and
terminals. The refinery produces a high percentage of
transportation fuels. Other products include petrochemical
feedstocks, heating oil and petroleum coke. The refinery receives
crude oil by pipeline and via tankers, through terminals on the
Gulf Coast, including a deepwater terminal at Freeport. Refined
products are distributed throughout the Midcontinent region,
southeastern and eastern United States by pipeline, barge and rail
car. Refined products are also exported to Latin America by
waterborne cargo.
